The National Democratic Alliance romped home with all five Rajya Sabha seats in Bihar and three in Odisha on Monday (March 16, 2026), while the counting for the two seats in Haryana was delayed after the BJP and the Congress filed separate complaints.

In Odisha, the BJP secured the victory of three candidates, including Dilip Ray, a hotelier and Independent candidate it supported, while the Biju Janata Dal managed to win just one seat amid large scale cross-voting.

At least five MLAs of the Opposition BJD and Congress on Monday reportedly voted in favour of the BJP-supported Independent nominee Dilip Ray in the Rajya Sabha elections in Odisha, for which voting is underway. In Haryana, where two Rajya Sabha seats were up for grabs, the process got stuck at the counting stage after the BJP and the Congress filed separate complaints. The counting was to begin at 5 p.m.

In Bihar, all five candidates of the NDA made it to the Rajya Sabha after four MLAs of the Opposition Mahagathbandhan did not turn up for the voting. All 202 MLAs of the NDA cast their votes, whereas only 37 MLAs from the Mahagathbandhan voted.

The term of 37 members elected from Maharashtra, Odisha, Tamil Nadu, West Bengal, Assam, Bihar, Chhattisgarh, Haryana, Himachal Pradesh, and Telangana will conclude in April, vacating the seats for new members to be elected. Out of these, 26 candidates have already secured victory unopposed. Voting will now take place for the remaining 11 seats, including five from Bihar, four from Odisha, and two from Haryana.

    BJP wins two Rajya Sabha seats in Odisha; BJD and Independent secure one each

    The ruling BJP on Monday won two of the four Rajya Sabha seats from Odisha, while the opposition BJD and a saffron party-backed Independent candidate bagged one seat each in the biennial polls held here, officials said.

    Returning Officer and Odisha Assembly secretary Satyabrata Rout handed over certificates to the four newly elected members.

    BJP’s Odisha unit president Manmohan Samal and the party’s MP Sujeet Kumar secured 35 votes each to win the elections.

    BJD’s official candidate Santrupt Misra won the polls by securing 31 votes.

    BJP-backed Independent candidate and former Union minister Dilip Ray won the fourth seat through second-preference votes, defeating opposition-backed nominee Datteswar Hota, who was supported by the BJD, Congress and CPI(M).

    Both Ray and Hota secured 23 first preference votes each, an official said.

    Odisha CM congratulates BJP candidates for ‘winning’ RS polls before results are out officially

    Odisha Chief Minister Mohan Charan Majhi on Monday congratulated the BJP’s Rajya Sabha poll nominees and the Independent candidate backed by the party for winning the election, though the official announcement in this regard is yet to be made.

    The BJP Odisha unit president Manmohan Samal and its sitting Rajya Sabha MP Sujeet Kumar are the official candidates, while the party supported former Union minister Dilip Ray, who fought the polls as an independent.

    In a post on X, Mr. Majhi said, “Heartfelt congratulations and best wishes to the party’s state president Shri @SamalManmohan7 Ji, who emerged victorious as a candidate on behalf of the Bharatiya Janata Party in the Rajya Sabha elections, the party’s senior leader Shri @SujeetKOfficial Ji, and the party-supported independent candidate Shri @DilipRayOdisha Ji”.

    Mr. Majhi said the victory marks an important milestone in fulfilling the resolve to build a ‘Viksit Odisha’ under the BJP government.

    Bihar Rajya Sabha polls: NDA full turnout, four Opposition MLAs absent

    The ruling NDA in Bihar on Monday appeared poised for an easy victory in the biennial polls to five Rajya Sabha seats, with its candidates including Chief Minister Nitish Kumar and BJP national president Nitin Nabin.

    Though counting of votes was expected to conclude later in the evening, sources in the NDA claimed that “all 202 MLAs” belonging to the alliance had taken part in the polling.

    These included Kumar’s JD(U), Lok Janshakti Party (Ram Vilas) led by Union minister Chirag Paswan, Hindustani Awam Morcha (Secular) headed by Jitan Ram Manjhi and the Rashtriya Lok Morcha of Upendra Kushwaha, who is one of the five candidates.

    On the other hand, the Opposition Mahagathbandhan appeared to falter, with three MLAs of the Congress and one of the RJD remaining absent from the polling on a day when even parties not aligned with the coalition, like AIMIM and BSP, were present.

    The AIMIM, which has five MLAs in the Assembly, and the lone BSP legislator claimed to have voted in favour of RJD candidate Amarendra Dhari Singh.

    Polling for the two Rajya Sabha seats in Haryana ended at 4 p.m. on Monday.

    While the Indian National Lok Dal (INLD), which has two legislators, abstained from voting, the Congress MLAs, who were shifted to Himachal Pradesh returned shortly after the polling began at 9 a.m. and cast their votes. 

    The results are expected to be declared later in the evening.

    5 MLAs of BJD, Congress vote in favour of BJP-backed Independent in Odisha RS polls

    At least five MLAs of the Opposition BJD and Congress on Monday reportedly voted in favour of the BJP-supported Independent nominee Dilip Ray in the Rajya Sabha elections in Odisha, for which voting is underway. 

    Odisha Pradesh Congress Committee president Bhakta Charan Das told reporters that three of its MLAs - Ramesh Jena, Dasarathi Gomango and Sofia Firdous - have “voted in favour of the BJP”.

    BJD’s Banki MLA Devi Ranjan Tripathy also announced that he voted in favour of the BJP-backed Independent candidate.

    “I oppose our party’s decision to join hands with the Congress. My decision to vote for the BJP-supported Independent candidate is in line with the legacy of Biju Patnaik, who had all along fought against the Congress,” Mr. Tripathy said.

    Polling for four Rajya Sabha seats in Odisha is underway in the Assembly complex on Monday (March 16, 2026), with the opposition BJD and Congress accusing the ruling BJP of indulging in “horse trading”.
